Russia's President Dmitry Medvedev has rejected a bill under which the conduct of technical inspections may be transferred to private companies. He believes that this could lead to corruption. The President presented to the Duma its opinion on draft law "On mandatory technical inspection of vehicles in Russia," in which the right to conduct technical inspection of vehicles transferred to private companies. Dmitry Medvedev, on the whole direction of the proposed project supports, but to come to him on the table, the document has a number of substantive comments and suggestions. He explains his decision by saying that the same organization should not combine an inspection and repair. "The combination of activities may lead to biased assessment of the technical condition of the vehicle due to the interest of the owners of the centers," - said the head of state. In doubt, the president there is a considerable element of truth: dishonest firms can cash in on the fact that people do not understand the technology, and impose them pay non-existent work. Among these requirements and the time of the inspection - the process should take no more than two hours, and if the process drags on, the firm must bear the punishment for it. Moreover, Medvedev pointed out that the proposed bill says nothing about the cost of passing technical inspection under the new scheme. Authors of the idea previously reported that the price will be determined by the service station, but no limit has not been announced. The bill was an initiative of Deputy Speaker Oleg Morozov and head of the Committee on Transport Sergei Shishkarev.
