New roads will be twice as much

Corruption and inefficiency in the road construction can be countered by the return of road funds. So says the chairman of the Duma Committee on Construction and Land Relations, Martin Shakkum. In the State Duma considered a law on the return road funds, canceled in 2002. The fact is that until 2002, when there were actual road funds, their logic was tied directly to road works due to what could adapt to sudden changes and promptly reschedule the release of funds. Now the money to build roads stand out from the state budget and, therefore, planning is subject to its logic. Martin Lyutsianovich explained that in this case, the money reaches the "case" when it begins to fall first snow. But defer work until a more suitable season is also not, as the allocated funds must be spent to next year, funding has not decreased. The need for urgent and mandatory "development" of corruption spawned in this area. Martin Shakkum told that regardless of the federal and regional budgets, road funds can move the remaining funds for next year that will prevent unauthorized use of finances. For comparison, before the abolition of road funds, even in a difficult time for the economy, at a minimum level of GDP per year were built 6-7 thousand km of new roads, but now the amount of road building is only 2,000 km of regional and 400 km of federal roads. Rejuvenated road funds will differ in that they will be part of the budget and will dispose of the subject. Then, as funds that have been before 2002 are not included in the state budget, another to a minus - a double submission (to the subject and the Federal Road Fund). A definite plus road fund is that the motorist, damaging his car because of bad roads, will plead with it - with one being sued is much easier. Martin Lyutsianovich already prepared several amendments, which he will announce his decision after the first reading. In particular, it will also oblige the actors to create their road funds. They will also consist of a fuel excise tax and transport tax. In each region the size of the road fund will be different, but not less than the minimum fixation, and the rest of the financing entity can regulate themselves. The MP noted that most of the region to support this idea. Can also be established by the municipal road funds, but it will not be mandatory, and at the discretion of local authorities. It will also discuss the issue of indexation of road funds, depending on inflation. The next 3 years will be allocated for road construction over 1 trillion rubles: 363 billion in 2011, 347 billion in 2012 and 395 billion in 2013. While excise taxes on fuel will bring this year's 84 billion rubles next year - 88 billion, and in 2 years - 141 billion. If the road funds back, and the scheme of funding changes, the new roads will be built in about twice as much. Note that in 2011 for roadwork money will be allocated 15% more than in 2010. The first reading of bill on the revival of road funds held in the State Duma on February 8, then in 2-3 months it will be discussed and edited, and in March-April, hopes the initiator of the bill. If the law on road funds will be adopted, the first results we see no earlier than one year, and significant changes apparent only after several years. After the law this spring, he will enter into force only with the new budget year - in 2012. "For instant results are needed drastic measures.
