Interview: Head of the Department of Transport and Communications, Moscow

Dear Leonid Moiseyevich, above all, allow me on behalf of AVTO.RU congratulate you on your appointment to this high and responsible post. We, as a news publication located in Moscow, no less than other residents of the capital are concerned about our future and the problems of transport in Moscow. AVTO.RU: The first question let me ask, what is happening with the movement of vehicles in Moscow, whether at least some ways to cope with the traffic jams that occur almost everywhere in the city? Lipsits LM: Yes, this question does not concern us less than any resident of Moscow. To date, the city operated for more than 3 million vehicles and every year they get to 200 thousand more. So, according to statistics, per 1000 inhabitants about 300 cars. After 10 years, given the steady trend of increase, the city fleet of vehicles will be almost 5 million units. On weekdays, the streets move at least 200,000 cars with an average speed during the day 24 km / hr. At peak hours the number of vehicles doubled, leading to massive congestion that complicate the traffic situation. AVTO.RU: But it also increases the number of roads, some trails are expanding, creating new? Lipsits LM: At present, the length of roads and streets of Moscow is 4667 km, the number of transport facilities - 317 units, including 68 bridges and 249 viaducts and road junctions. Over the past 10 years the length of the road network has increased by 527 km. However, under the current traffic and congestion on the additional need today has become the city is about 350 km of highway network. But one of the construction of roads will not solve the problem of congestion. AVTO.RU: And what steps the city government? Lipsits LM: One of the biggest challenges for us is the improvement of the existing organization of the movement. Thus, the Moscow City Government adopted a decree on the implementation of the Integrated schemes of traffic in the downtown area, which incorporated changes the mode of motion within the Garden ring on more than 100 streets and lanes, moving them to the regime of one-way traffic, which in our opinion in the first place significantly improve road safety. Currently developing a comprehensive framework for organizing the movement in the area between the Garden and the Third Ring Road. In the future we plan to extend the principles applied in these schemes, the entire territory of the city. You probably know that for unloading the streets of traffic congestion in Moscow had restricted movement of trucks in the daytime the perimeter of the Third Ring. AVTO.RU: Is there any other ways to improve the traffic situation? Lipsits LM: Yes, of course, we have designed and created automated traffic management system of the Third Ring Road (ACS DD). The establishment of this system is part of the work program funded by the loan of the International Bank for Reconstruction and Development in accordance with the loan agreement signed between the Government of Moscow and the Russian Ministry of Finance. This system is designed to provide automatic control of traffic, to determine the place of accident, disturbance in the traffic flow, and predzatorovye zatorovye situations, as well as the automatic monitoring of traffic flows, collection, accumulation and processing of statistical information about the parameters of traffic flow. With the help of ASU DD will be possible to optimize the workload of the Third Ring Road, to improve traffic safety, to inform drivers about the road condition and improving the traffic on the Third Ring Road and, in particular, have a positive impact on the environment. AVTO.RU: Third Ring Road - the only place where we introduce such a system? Lipsits LM: Of course not, on the Ring Road, for example, already operates a system of automated traffic control (BAC TA). While equipped with a 56 points of automatic collection of data about the parameters of traffic flow, which provide data for traffic on Ring Road, as well as average speed and the possible causes of difficulties in traffic. Also conducted an analysis of this information for subsequent determination of sites on which to make changes to traffic management, identifying the causes of difficulties of traffic, etc. Until late 2006, the NAO TA will cover the Garden Ring and the main highway vyletnye. These sensors will be installed on all rings of Moscow and the city's main thoroughfares. At the Dmitrov highway experiment is conducted on the traffic management using new technologies such as GPRS. Feature of this system is that a host computer connected not only all the traffic lights, located directly on the Dmitrov highway, and adjoining streets. The structure of this system consists of 21 ground controller working using wireless (GPRS-channel) communications, 30 detectors, transport, 18 cameras, 2-Video, 40 boards time for pedestrians and a meteorological station. The use of wireless communication can reduce operational costs, time entry system in operation, does not require laying new fiber optic lines. Thus, the "green wave" traffic signals without interference applies not only to the main highway, but also in the side of the road. AVTO.RU: Plans for the Moscow City Government on the allocation of separate lanes for public transport are also included in the list of measures to improve the traffic situation, but primarily they are focused on simplifying the movement of public transport rather than private cars. At that designed the project and what benefits it can bring to life the city? Lipsits LM: We are currently trying to improve the attractiveness of public transport in Moscow as an alternative to the use of personal vehicles. Due to an isolated strip of public transport will receive a number of advantages, such as reducing fuel consumption and energy consumption and as a consequence, reducing the amount of exhaust gases, reducing the total time spent on travel, increase free space on the road, compared with road transport for the carriage of the same the number of people significantly timetable, improve information security of passengers. Foreign experience gives us reason to believe so. After all, the first priority of the system were applied in 1970 in North America. To date, there are more than forty schemes of transport priority, as such systems have been used in Germany, England and France. AVTO.RU: And where will these bands in the first place? Lipsits LM: Currently defined options for the priority of public transport travel on these highways of Moscow: Volokolamsk highway, Yaroslavl highway or off road from Moscow to the metro station "ENEA", or from Moscow to the metro station "Botanic Garden" on Leninsky Prospect in the area from Gagarin Square before a large stone bridge. AVTO.RU: One last question, according to the latest data of the Public Opinion "Internet users in Russia are now 20% of the population or 22.2 million people. In this case, for the three winter months of 2005-2006, 93% of the total number of users at least once out on the Internet, which is a record of user activity in the entire history of the Russian Internet. Of special importance of the Internet in public life identified Russian President Vladimir Putin, who has set himself the task of the government to increase the number of users. Our online edition of the indicators can not but please, especially on the part thanks to our rating increased with each passing month. Worldwide web the primary source of information is absolutely in all spheres of human life. Up to 70% of our audience are residents of Moscow that you might wish to permanent visitors AVTO.RU and to us personally? Lipsits LM: Yes, the Internet is now at the peak of its growth, especially in Moscow, where the number of users increases most rapidly. We understand the importance of this information field, and therefore have created and maintain your own website. Your regular readers, I would wish, above all, be careful and courteous on the road and observe traffic rules, and success in all. A team site AVTO.RU I wish successful growth, remain the same reliable and informative! Leonid Moiseevich, let me thank you, we hope that under your leadership the transport situation in Moscow is not only not worse but will become more civilized, safe and convenient.
